This suggestion comes up occasionally.  

Personally, I'm reluctant to start making PSPP - a statistical analysis
tool - do the work of the operating system.  We'll end up rewriting the
whole OS!  AND get complaints that PSPP ignores the OS settings.

When I want to run pspp/psppire without localisation, I just do:

LC_ALL=C psppire
