I took another look.
If makeinfo wasn't available, but the build tried to rebuild
doc/pspp.xml, then probably there should be an error earlier in the
build log, because the attempt at running makeinfo failed. Do you see
anything like that? It should be pretty easily fixable.
It's better to build with texinfo, though.
