I don't think any special permission is needed to take screenshots.
The manual itself is licensed under the GNU FDL, a copy of which is at
the back of the manual.  Similarly, the PSPP program and its source
code is licensed under the GNU GPL which you can see by clicking on
Help->About->License.  So long as you abide by the terms of the
respective licences, there's no need to get explicit permission, or
even to notify anyone. 

     
     Don't see the ^M character with notepad.  Is there some other way
     I can see it and delete it, or should I just ignore?

If it's not causing you any other trouble, I suggest that you ignore it.
