Probably there is some kind of small difference in the file
format or some small bug in the PSPP reader.  If you can provide
the .sav file (I will not share it) then I'm happy to find and
fix the bug.  That's ideal, but alternatively if you can run
pspp-dump-sav and show as much of the output as you can, then
that might be helpful enough to find the problem too.
