We'll try to fix this problem.
However please read http://www.gnu.org/software/pspp/faq.html#NonFreeOS

In the meantime I suggest that you work around the problem either by:

1. Using only ascii characters in your file and directory names; OR
2. Using GNU/Linux instead of Windows.

     Hi

I checked this against the last 2 MSWindows builds. (This because the
version of 24-11 is build with a complete updated toolchain.) I can
confirm the issue. And it is indeed something with the non-ascii
characters. If I remove them, everything works found.
Strange is that I can walk through a tree with non-ascii characters in the
directory names, but as soon as I try to import such a file I get the error
as reported. Opening a .sav file in a directory with a non-ascii character
in the name has the same issue.

     Have fun
