If I remember correctly you use the MSWindows package. In that case the manual is always installed on your computer.  A desktop shortcut is created and you can find it in the start | all programs | pspp menu

Also the help button in PSPP point to this manual.

But off course if a functionality is not yet described you want find it there. :-(
