Yes, pretty much. Maybe worth adding a qemu_assert_softmmu() (return
true for softmmu, abort for user-only), like

if ((s->flags & HF_IOBPT_MASK) && qemu_assert_softmmu()) {
}

Slightly weird API, maybe, but something along those lines.
