To support config interrupt we need to add
a new type of interrupt process. So we introduce
the vector type

Now the bus which support configure interrupt is
virtio-mmio and vritio-pci. For other drivers, the function will
only check if the interrupt type is the VIRTIO_CONFIG_VQ. If not
the function will fail.
