config should be there since with your patch reverted viot test runs and passes 
just fine
so I'd assume it is a bug somewhere in check code

I'd take crash anytime vs watching over for successful SKIP,
so we wouldn't end up with stale tables when they should be actually updated
like it happened in this case.
