Subject: [RFC PATCH 4/4] ppc/pnv: Add support for degenerative interrupts (POWER LSI)

POWER systems have a degenerative interrupt path used during system
bring up. It doesn't rely on the XIVE routing logic and all thread 0
of each core are notified.

TODO: Need a new OS driver to check modeling.
