Enforce qemu_get_cpu() to return ARM CPUs in ARM specific files.

Mechanical change using the following coccinelle script:

  @@ expression index; @@
  -   qemu_get_cpu(index, NULL)
  +   qemu_get_cpu(index, TYPE_ARM_CPU)

and manually including "target/arm/cpu-qom.h" in
hw/intc/arm_gicv3_common.c.
