When dynamic-reconfiguration is off, hot plug / unplug can fail with
"Bus 'spapr-pci-host-bridge' does not support hotplugging".
spapr-pci-host-bridge is a device, not a bus. Report the name of the
bus it provides instead: 'pci.0'.
