Is there a reason you can't use riscv_setup_rom_reset_vec()?

You need to return an error then if the user tries to change the
number or type of CPU instead of ignoring it.

Don't use RVXLEN, this is a 64-bit CPU right?

This is also exactly the same as the rv64_sifive_u_cpu_init() can we
just use an existing CPU instead of adding a new one?
