[[[ To any NSA and FBI agents reading my email: please consider ]]]
[[[ whether defending the US Constitution against all enemies, ]]]
[[[ foreign or domestic, requires you to follow Snowden's example. ]]]

We're considering some substantive changes in repo criteria.
I suggest that we make a file repo-criteria-proposed.html
to use for posting those proposals, saying that they are proposed
and not adopted.

Does anyone see a reason not to do that?
