Details:

GNU Gettext (used for translating outputs of programs) is a dependency of some
programs. In the basic set of programs, its a dependency of Git (as in bug
#58248). 

As found in that bug, currently we are just assuming that the host already has
it, and we make a symbolic link to the host's version in the project. Which is
not good. 

So for now, we should add a check in the configuration script (for example
where we check for `gcc') and tell the user to install it before continuing.

Ideally we should also build it in Maneage, we just haven't had the time yet.
