 If you go to http://savannah.gnu.org/users/abraham/ you see that you're
not currently a member of any project registered on Savannah. Pick one
(emacs for instance ;-), ask to one of the current administrators 
(http://savannah.gnu.org/project/memberlist.php?group_id=40) to add you
as a developer and then access the CVS tree and contribute.

 If you currently are a maintainer/developer of an existing
GNU project, register it on Savannah (http://savannah.gnu.org/register/)
so that a CVS repository will be created for it, import the sources and
manage your contributors using the Project Admin page.

 In both cases you can also modify the www.gnu.org/software/project/ web
using CVS.

 I hope this makes sense. If you want other examples of the facilities
offered by savannah you can check www.sourceforge.net which hosts all
kind of software projects. Savannah is using the same software, modified
to fit the GNU project needs.

 No, as long as you're not a developer of any project you only have 
anonymous access to the repositories.
