[Savannah-hackers] Rsync on savannah

Hi, 

Seems that rsync on savannah might be broken.  I was attempting setup an
rsync download of GNUe project's cvs tree and kept getting errors about
being unable to chroot.  Taking a look at the old GNUe server (with rsync'd
cvs tree) I noticed that it too is now failing. 

I was planning to take a look at fixing this after work tonight but wanted to 
make sure 
this isn't intentional.
