This package wants to apply for inclusion in the GNU project

GNE is part of the GNU Free Universal Encyclopedia and Learning Resource. It 
will essentially be a large online article repository, where people can sign up 
and submit articles on any topic which will consequently be moderated and then 
possibly added to GNE. It lies somewhere between being an encyclopedia 
(Nupedia) and an online library (Gutenberg).
