Each project has a separate CVSROOT. That makes it easier to
define commit actions, for instance. You don't have to fight with a huge
file filled with lines not related to your project. In general it is
a good way to make sure the CVS tree of a project can be exported or imported
or moved from one place to another.
In the case of hello it's not critical, of course ;-)
