You can certainly submit a project and when it's accepted we can
import the CVSROOT. This is part of the normal process of using Savannah.

Servers are donations from various people and companies. The
bandwidth is also donated. Part of the volunteer work is to find
donators. For instance, if you have a spare machine you are welcome to
devote it to the GNU project for any purpose or for savannah
specificaly. You can ship the machine to the FSF (US, Europe, France
or Italy when it is established), or even better plug it to the
network and promise that it is exclusively dedicated to the GNU
project and can eat N kbps of bandwidth. The most critical thing is
the bandwidth. If no donator is willing to give machines during a
given period, that may not be a problem. If all of a sudden all
companies donating bandwidth dismiss, we would be in trouble. On a
regular basis someone providing bandwidth kindly ask us to move
machines. Until now volunteers (among which the FSF is proeminent)
always found ways to deal with this.

        Cheers,
