 The actual project *will* be licensed under a FSF approved license, however I 
am yet to fully read all of the above so cannot, as yet, make an informed 
choice. The current favourite is the GPL v2.

In a nutshell it is a plan for a universal dictionary/thesaurus covering 
multiple idioms (ideas) that are ordered by level of abstraction.  The idea is 
that one can read in any electronic written medium and be able to retrieve the 
word definition[s] from multiple dictionaries, retrieve related ideas and 
related non-English words.  It is a 21st century hyperlinked dictionary.

This is a drastic simplification.  The idea is a free dictionary for all 
nations, all people and the underlying ethic is to allow us all to understand 
the underlying meaning of any website regardless of where it was written. 
Giving people the underlying tools to understand eachother.

It does not exist yet other than the initial paper.
