policies, procedures, etc.  Therefore, they will rarely be distributed, since 
the won\'t be generally useful technical information.

Those files that turn out to be generally useful technical information will be 
distributed under GNU FDL.

This package does NOT want to apply for inclusion in the GNU project

This project is for storing internal documents for the FSF USA.  Originally, 
this was to be done via the gnuorg project, however it was realized that the 
people who need access to GNU project files and those who need access to FSF 
USA files are soemwhat different.

This project should be set up as a private project, that is not viewable on the 
menu, \"new projects\" or search lists.  Only those in the project, or those 
that know its name should be able to find the project.  (Similar to the way 
that compliance-lab, licensing-qa, and the like are set up.)
