Hello,
As Mathieu has already explained to you, we're trying to avoid PHP4 in
Savannah. You can either work out a replacement for any PHP4 function that you
need to use (that's what we did with the code that runs Savannah) or wait until
the license is made compatible with the GPL (there have been some indicatios
that might happen soon). If you decide to make it compatible with PHP3 and you
apply the GPL (http://www.gnu.org/licenses/gpl-howto.html) you can then
register your project again.

P.S. with respect to project elysium, when it was first register nothing was
said about the requirement of PHP4
(http://mail.gnu.org/pipermail/savannah-hackers/2001-November/004071.html);
now that we are aware of it, we'll get in touch wiht its author and tell him
about the PHP4 issue.
