This package wants to apply for inclusion in the GNU project

Trillium is a text-to-speech software system that David Hill wishes to 
contribute to the FSF.  RMS would like to evaluate it.  We want to put it into 
a savannah project for RMS to get access to it while travelling.

However, this project should not be accessible by the public.  Later, it will 
be switched to be publicly accessible, if FSF choose to accept the contribution.
