Summary:  Unable to create subprojects

Original Submission:  I am the admin of the Y Kernel project. I am unable to 
create subprojects. When I click on the 'Admin' link in the Tasks, I get the 
following error:

Error
This Project Has Turned Off The Task Manager

Well, you should then turn on the task manager in the Project Admin page.
