Sorry. I don't see why?
If I were to take this to court I think the "name"/uid
signature will only confuse the matter. If the judge
concentrate on that the signing person is not who he says
he is, then the judge will miss the whole point.
With md5sums all you need to convince the judge about is
that if you have an md5sum and you have a file that gives
the same md5sum, then the former md5sum must have been
computed for exactly the same file.
Simplicity is the keyword.
If I am to start this project I *will* need some help. I
need the information written earlier and will need help
tickling CVS to do the right thing.

Yes, this is a great idea. Maybe one comment :
The md5sum is an idea but I think It will be better to use
an OpenPGP signature. The main advantage is we can attach a
"name"/uid with the signature. More useful in case of legal
action.
