Whew. finally figured out a command that works. You need to run
scp distribution.tar.gz
<user>@subversions.gnu.org:/upload/<project>
NOT /webcvs<project> as the docs say.

Same for me. In fact, none of the commands listed in the
"Uploading files" section of the docs work.
rsync --rsh=ssh distribution.tar.gz
<user>@subversions.gnu.org:/webcvs<project>
sftp -1 <user>@subversions.gnu.org:/<project>
scp distribution.tar.gz
<user>@subversions.gnu.org:/webcvs<project>
They all give me the exact same error:
You tried to execute: `<command>'.
Sorry, you are only allowed to execute :
CVS_RSH=ssh cvs commands
rsync from /cvsroot or /upload.
rsync to /upload.
sftp to and from /upload.
Can anyone upload anything at all? Is the only solution
moving to SourceForge?
