All,
I tried to submit an award nomination to gnu.org and it bounced
with the attached message. I'm not sure if this is the correct
group to address this problem (pun intended). If not, please let
me know who and I'll pursue it.

Bill Schelter had a long career working in Free Software. 
Bill was a professor at the University of Texas at Austin.

He has written Gnu Common Lisp, made it freely available and ported it
to many architectures. GCL has been used widely.  It was the original
lisp underlying Axiom, a computer algebra system. GCL is available on
(http://savannah.gnu.org/projects/gcl).

He has built Maxima from sources liberated from the Department of
Energy. Maxima is an early copy/derivative of Macsyma, an important
computer algebra system. Without his efforts Macsyma's research work
would be unavailable. Maxima is available on
(http://www.ma.utexas.edu/maxima.html). Historical information on
(http://www.ma.utexas.edu/pipermail/maxima/2002/001122.html). Of
direct interest to this award nomination is the last paragraph:

  "Dr. Schelter maintained the Maxima system until his untimely
   death in July, 2001. It was a hard and unexpected blow, but
   Schelter's obtaining the go ahead to release the source code
   saved the project and possibly even the Macsyma system itself.
   A group of users and developers who had been brought together
   by the email list for Maxima decided to try and form a working
   open source project around the Maxima system, rather than let
   it fade -- which is where we are today." 

He contributed to Emacs including support for GDB but references
can be found in the Emacs source tree (e.g. dbl.el, gcl.el,
smart-complete.el, sshell.el, ansi-doc.el, bookmode.el).

Over and above his public efforts Bill embodied the spirit of Free
software. He contributed his skills and code to many people and
projects that were not his own. My particular experience is with his
contributions to Axiom. The primary side effect was to motivate other
people to follow his example, including myself.
