I included, or am including, the headers in my local copy, which is being
refactored and renamed. When I import these in subversions, they will have
the headers (as I stated in the ressubmission).

All of them are. This is a big project with real users. Some of them are
in a poor state with regard to licensing and other important details, which
is one of the reasons I want to have all this under version control in a
single place.
