Your answer to my question is unclear to me.
By "local CVS copy", I mean the copy of the CVS you have on
your private box, checked out with a typical cvs command.
Do you removed this directory from your local CVS copy?

You removed by yourself the file from your CVS copy on
subversion.gnu.org or on www.gnu.org? By web server, you
means www.gnu.org? Does the error cames from the
synchronisation sv.gnu.org <->  www.gnu.org?
