sv_cvs is currently being rewritten.
The default shell should be an entry in the configuration,
I'll add it.

This has been resolved by finding cvssh.pl on the sf-debian
project and using that script.
The Savannah Admin documentation should be updated to
reflect this dependency.
Let me know if that is the right script to use -- it seems
to be correct, and I can modify it as needed.
