Ok, this is what I talked you about just before.
Feel free to enhance this text (proofreading etc). 

We can also change the delay if you're incomfortable with it.


As I did not heard echo since my proposal, I'm not going to handle the
following registration today.

Please, do not take this script as a blame for the busy moderator in
charge but as an help.

I plan also to use the "priority box" to highlight in the PHP admin
interface which package has been submitted since a long time.
