I think if you asked to setup an elisp repository then that would be
a good thing. 

There would be an admin task associated with doing this because lots
of developers would want to submit files but it would be impractical
to add all those developers to one project.

Therefore someone would have to recieve patches and apply them to the
CVS.

But if a few people got involved that might be ok. We should also
insist on GPG signed patch submissions.


So my view is that you should submit an elisp repository project.
