It seems that you imported the index.html with the leading non-gnu/grokedb, which gives a complete path of /webcvs/non-gnu/grokedb/non-gnu/grokedb. I've removed the extra folders. The root index.html is okay and can be seen at http://www.nongnu.org/grokedb/

From now on, unless you have a whole website to upload now, I suggest you check out a working copy :

$ cvs -d:pserver:address@hidden:/webcvs co non-gnu/grokedb

And then proceed with the 'cvs add' command to import new files.

Note that we need to know the exact command you typed and its output in order to help you. Please fix the problem mentioned above first.
