Summary:  Keep a list of private projects in viewcvs.conf

Original Submission:  Private projects' directories are protected preventing 
viewcvs from displaying them to the public, which is the correct behavior. 
However, warning messages appear, which confuse users. To avoid those confusing 
warnings, viewcvs should be told which directories to ignore. This involves 
writing a script which everyday will obtain a list of private projects from the 
SQL projects table, and update the list of forbidden directories in viewcvs.conf
