Summary:  bind ftp file publication to savannah

Original Submission:  The package publication process of sourceforge is much 
too complex. The idea of a temporary repository to upload the tarballs + a page 
to really move them to ftp.gnu.org is good, though. It prevents publication of 
partially loaded file, should a transmission failure occur. A simple page 
listing all files in ftp.gnu.org + upload dir with the ability to move from 
upload to ftp.gnu.org would be good. There should also be a way to delete files 
on ftp.gnu.org.
