[Savannah-hackers] Cannot commit CVSROOT/loginfo

Hello!

I'm trying to set up e-mail notifications for the orinoco project.  That's
what I want to add to CVSROOT/loginfo:

ALL(echo ""; id; echo %{sVv}; date; cat) | mail -s "Commit by $USER" \
 address@hidden

The problem is that I cannot commit CVSROOT/loginfo:

$ cvs ci -m "Send e-mail notifications" loginfo
Checking in loginfo;
/cvsroot/orinoco/CVSROOT/loginfo,v  <--  loginfo
new revision: 1.2; previous revision: 1.1
cvs [server aborted]: could not open lock file
`/cvsroot/orinoco/CVSROOT/,loginfo,': Permission denied

Are the commits to CVSROOT closed intentionally?
Does the "mail" command exist on savannah.gnu.org?
Is there another way to send commit notifications?
