[Savannah-hackers] Enabled persistant MySQL connections in /include/database.php

Hello,

I just noticed that db_connect() in /savannah/www/include/database.php is 
using mysql_connect() to connect to the database (meaning a new connection is 
made on every request), so I changed that to mysql_pconnect() (which enables 
persistant MySQl connections connections).
