Summary:  "New user registration" email uses wrong URL

Original Submission:  Hi,

Using mozilla firefox 0.8 the "New user registration", the form submission for 
Accepting a new user submits to http://promo.net/pg/, because the url in the 
email ( https://savannah.gnu.org//project/admin/useradmin.php?group_id=509 ) 
which contains // after the hostname.  

Note all links in the email contains the // after the hostname.
