Yes, the nobody user is used for anoncvs.

Yes, when when a checkout occurs on a file a read lock is created, and
released (unlinked) when the file has been checked-out.

We've had some CVS problems today (quite a few stuck CVS processes from
June 1[67]0, which is what I think caused this.
