The regular expression is used by commit_prep and log_accum (have a look
at <https://www.cvshome.org/docs/manual/cvs-1.11.16/cvs_18.html#SEC167>
for more info).

It can be in the same message or in a seperate message. I'll set it up
for a single message (that's commit log, viewcvs URL's and the diff's).
