Summary:  Reinstall sv_mailman and improve it

Original Submission:  The binding with Mailman needs to be installed. Then, we 
need a way to allow the user to automatically reset a password (admin, but 
moderator may not be needed), delete a mailing list, and rename a mailing-list.
