Mailing lists are set-up. savannah-users was previously what we would now call 
savane-users, and closed (discard all) because they was no activity.

We have to modify the registration e-mail or webtexts or process so as to 
propose the newly created users to subscribe to these ML.

Meanwhile, a permanent text on the home page should be enough.

Summary:  Create mailing lists for Savannah users

Original Submission:  2 mailing lists could be created:
- savannah-announce, where we would post what we currently post in news (and we 
could post more news along the way)
- savannah-announce-discuss or savannah-users (more general and already 
existing), that would be the reply-to of the savannah-announce, and where could 
discuss anything (no moderation, maybe we won't even subscribe)

2 invites will be posted, after we are done with writing to 
savannah-newprojects about project confirmations for the 2nd time
