Summary:  Can you host an installer for Emacs on ms windows?

Original Submission:  I am writing an installer for Emacs on ms windows. Since 
it is not yet official I do not know where to put it. Can you host it in the 
nongnu area? 

This installer will use Inno Setup (free software) but the target will only be 
ms windows. You can of course install Emacs on GNU/Linux, but this project will 
only provide an installer for ms windows. So is this against the rules or not?
