Summary:  Tar user interface

Original Submission:  I'm almost done with a UI for GNU tar for Windows, 
written in Perl, but I can't seem to turn it into an exe that will work outside 
of my tinyperl directory, and I don't know how to create one any other way. 
It's at http://polisource.com/PublicMisc/EZ_TAR.exe temporarily if you want to 
try it.

I'd like a Linux-compatible exe too, and I want to upload it to gnu.org, if 
they want it, but I'd need someone trustworthy to make it into an executable. 
Would there be an interest in it? Should I upload the Perl source code 
somewhere?
