[Savannah-hackers] New project description

I changed the 'administration' project description so that people who
want to help have a more complete overview of what we do.

It now reads:

  This project is dedicated to the administration of the
  savannah.gnu.org and savannah.nongnu.org development platform: we
  inform users, answer support requests, review project submissions,
  fix the system (CVS, upload, Apache, Savane...), and improve it.
  
  We do partial administration of mailing lists (ie we do not have
  root access to lists.[non]gnu.org, although we can perform most
  tasks), and we - unfortunately - do not have access to
  http://www.[non]gnu.org and {ftp|alpha}.gnu.org; you may want to
  contact address@hidden instead.
