I asked RMS to confirm the location, and he did (though the way he
replied, maybe he only confirmed the project creation and not the URL
location).

However, you are right, several projects are mirrored to the
top-level, including translation team's webpages. See

Maybe it would be good to clean that up. Who is in charge of
"policying" the www.gnu.org layout?
