Summary:  generate admin doc

Original Submission:  I'm interested in installing Savannah for evaluation.  
The Summary page says: "For Savannah Program users (people that install 
Savannah on a computer), there is an administrator-oriented documentation at 
http://savannah.gnu.org/docs/admin.php.

Unfortunately, that page indicates: "No content this page? The administrator 
must generate this data by typing make docs in the Savannah installation top 
directory"

So, is it really as simple as having someone type "make docs", and if so, can 
someone do so?  Thanks.
