Details:

Hello!
The project EIRCC was renamed to Circe due to heavy user criticism of the
name. But this also means I would like to use a project name of "circe"
instead of "eircc" (the difference of the name in the CVS already confused
someone).

I know it is non-trivial to rename a project, and I would like to minimize
your workload. If it is easier for you if I would just register a new
project, I will do that.
