Follow-up Comment #1:

CVSweb takes a lot of resources to run on a machine; it's sort of like a
chainsaw.  Aside from its code being bulky, it spawns old RCS programs to do
its dirty work, which uses even more resources.

This said, viewcvs is much lighter and less insane, which is why we use it. 
I don't think we'll be supporting CVSweb.
